In recent years, the United States Golf Association USGA has updated its Rules of Golf, introducing several modern adjustments.
For instance, there is no longer a penalty for accidentally moving your ball while searching for it or if your ball moves without you causing it to do so. Similarly, there is no punishment for accidentally disturbing loose impediments like stones on the putting green or touching the ground with your club in areas of play designated as penalty zones. This allows golfers to remove such items from sand bunkers.
One rule that still persists, which irks many golfers, stipulates that a ball must be played exactly where it lies after being struck by a frway divot.
The USGA's rationale behind the changes was to make the sport less intimidating and more enjoyable for players. In light of this, as Golf Doctor, I've developed my own set of rules designed to expedite the game while preserving its traditions and encouraging sportsmanship.
My first proposed rule is about speeding up play. For a first warning in slow playing, players must promptly pick up their balls and proceed immediately to the next hole without argument. Upon receiving two warnings for sluggish play, golfers are fined $50 each per hole, which goes towards junior golf programs at the pro shop. If there's a third instance of this offense, all players from the group will be escorted off the golf course. They would not be allowed back until three weeks later, with later tee times.
My second proposal focuses on club throwing. There is no penalty for casually tossing clubs near one's bag if it isn't provoked by anger. For a first incident of throwing or slamming a club, there's a single stroke penalty and a $20 fine payable at the pro shop towards junior golf programs. A second throw results in three strokes added to their score and a $50 fine. A third instance means that the golfer is banned from the course for one month.
My third proposal concerns inappropriate attire on the golf course. It seems fundamental that players wear proper golf slacks or shorts with collared shirts, which aligns with golf's traditions but isn't enforced locally. I suggest penalties: Players found in non-compliance are allowed to change into suitable attire at a nearby locker room before continuing play or wting for their next tee-off time.
There are other scenarios that may require new rules, like cheating and sandbagging, which I'll address in future discussions.
